Those 3 volumes contain the papers awarded on the ESREL '97 foreign convention on safeguard and Reliability held in Lisbon, Portugal, 17-20 June 1997. the aim of the yearly ESREL meetings is to supply a discussion board for the presentation of technical and medical papers overlaying either tools and purposes of safeguard and reliability to quite a lot of business sectors and technical disciplines and, in so doing, to reinforce cross-fertilization among them.

A extensive view is taken of safeguard and reliability which include probabilistically-based tools, or, extra quite often, equipment that care for the quantification of the uncertainty within the wisdom of the true international and with decision-making below this uncertainty.

The parts coated comprise: layout and product legal responsibility; availability, reliability and maintainability; evaluate and administration of hazards to technical platforms; wellbeing and fitness and the surroundings; and mathematical tools of reliability and statistical research of information.

The association of the ebook heavily follows the periods of the convention with all the 3 volumes containing papers from parallel periods, comprising a complete of 270 papers through authors from 35 international locations.

In simple words: the design of a safe new system is a forward chaining task and to assess the safety level of an operating system is a backward chaining task, each performed normally with specifically adopted methods and tools. A design procedure graphically follows an event tree structure dealing with the task of establishing all the end states (design parameters) originating from the expected system function. Vice versa, an assessment procedure graphically follows a fault tree structure dealing with the task to identify all the possible root states (causes) for the malfunction of the system.

RSK (1994). In some other countries utilizing nuclear energy, e. g. Finland, Canada, Sweden, Switzerland, there is an increasing trend toward establishment and use of risk based regulations intermeshed with quantitative probabilistic safety goals. The current status and practice is shown, e. , in Berg (1996A), SKi (1996). When properly applied, the results of a PSA can be used to identify and prioritize the importance of hardware, human actions (operation and maintenance staff activities) and plant procedures to plant risk.

The fact that the PSA does not model all relevant issues (problem of incompleteness) and that the results are not sufficiently robust (problem of sensitiveness) is the main reason why PSA could not be the sole tool or basis for creating a new regulatory regime in the near future. Therefore, the determination of probabilistic safety goals is not supported in Germany from the legal point of view, neither as probabilistic limits nor as orientation values. In contrast, for the design of advanced reactor types like the European Pressurized Water Reactor (EPR) the common recommendations of the German and French advising bodies for the regulators have made an interesting statement: "For determining the adequate combination of redundancy and diversity in safety systems, the designer may use probabilistic targets as orientation values; in that case, orientation values of 10 -6 per year for the core damage probability due to internal events for power states and for shutdown states, respectively, could be used, having in mind the necessity to consider associated uncertainties.
